A new health form was widely expected to become standard for entering Vietnam on July 1, 2026 — it hasn't. The Ministry of Health clarified on June 30 that Decree 165/2026/ND-CP only creates a legal framework: whether arriving or departing travelers actually complete a declaration depends on which infectious diseases are circulating and how likely they are to reach Vietnam. Until authorities activate it, no health form accompanies your eVisa, visa exemption or arrival card.
One warning worth heeding: an unofficial declaration website is already circulating — the ministry says it is not the official platform and nothing should be submitted there. A dedicated system is being built and will be announced only if the requirement is ever switched on; if it is, the bilingual form can be filed electronically or on paper within seven days of crossing. The Vietnam Arrival Card is a separate immigration formality and continues unchanged where deployed.
