No. Entry to Chile on a national identity card alone is limited to nationals of Mercosur countries and Bolivia — Peru is not part of that group, so Peruvian travellers need a valid passport. Check Chile's current consular-visa list for whether your nationality and travel purpose also require a visa before booking.
Both share the building, but the split is strict: the embassy conducts diplomacy and bilateral affairs, while the Consulate General handles every individual file — passports, legalisations, certificates, civil registry, travel authorisations and visa questions — at its morning counter from 09:00 to 13:00.
The Consulate General operates an emergency mobile line for Chilean nationals, +51 993 560 460, for urgent cases outside the weekday morning counter hours. Routine matters go through the regular counter in San Isidro.
