Azerbaijan

Azerbaijan sits on the western shore of the Caspian Sea, where the Greater Caucasus comes down to meet semi-desert, a country of around ten million people whose capital stands on a peninsula below sea level. Oil and gas have shaped it for well over a century, and the same underground gas gives it an older identity as a land of natural flames — the mud volcanoes, burning hillsides and fire temples that recur across its landscape. For most travellers the way in is an electronic visa applied for online before departure, with reciprocal visa-free arrangements covering a separate group of nationalities.

Visa Requirements for Azerbaijan

Most visitors to Azerbaijan need a visa, and for the large majority the route is an electronic one applied for online before departure. There are two electronic visas: a single-entry version allowing a stay of up to 30 days, and a multiple-entry version allowing up to 90 days. Standard processing takes three business days, and an accelerated single-entry option is decided within three hours, including at weekends and on public holidays. Eligibility for the electronic visa is governed by a published list of countries that is revised from time to time, so the first thing to establish is whether your nationality is on the current one. A separate group of countries holds reciprocal visa-free arrangements with Azerbaijan, and a further group holds unilateral arrangements granted for a fixed period and renewed periodically — which is exactly why an out-of-date summary is worse here than no summary at all. Where an electronic visa is not available, the ordinary entry visa applies: a single-entry visa is valid for up to 90 days and permits one entry and exit, a multiple-entry visa can be valid for up to two years, and a transit visa is valid for 30 days with a stay of up to five. Passports must remain valid for at least three months beyond the validity of the visa applied for, and the standard document set runs to the application form, passport copies, two colour biometric photographs, proof that the state fee has been paid, and a copy of medical insurance where the host is not covering medical costs; invitation documents are required for most purposes but not for tourism, transit or personal visits. Travellers entering visa-free may stay up to 90 days unless an agreement provides otherwise. Two rules catch people out after arrival rather than before it: anyone staying longer than 15 days must register at their place of stay within the first 15 days, free of charge but on their own responsibility rather than automatically; and a temporary stay can be extended by up to 60 days provided the application is made at least three days before the current stay ends, with a decision following within three business days. A narrow set of defined cases — certain Gulf residence-permit holders, passengers on particular direct flights and family emergencies among them — can be issued a single electronic visa on arrival at an international airport, but that is a list of exceptions rather than a general visa-on-arrival scheme, so plan on holding the visa before you fly.

Visa types

Electronic Visa, Single Entry

Stay of up to 30 days; processed within three business days, with an accelerated option decided within three hours including on non-working days; issued electronically and presented with the passport on arrival.

The standard route for tourism, business meetings, conferences, family visits and cultural events, applied for online before departure by nationals of the countries on the published eligible list.

Electronic Visa, Multiple Entry

Stay of up to 90 days; applied for online through the same system as the single-entry electronic visa, with eligibility again set by the published country list.

For travellers who need to enter Azerbaijan more than once — regional business trips, repeat family visits, or a Caucasus itinerary that crosses back into the country.

Visa-Free Entry

Typically 30 to 90 days depending on the agreement; a visa-free stay may not exceed 90 days unless an international agreement provides otherwise.

For nationals of countries holding either a reciprocal visa-free arrangement with Azerbaijan or a unilateral arrangement granted for a set period. Both groups change, so the current list is the only reliable source.

Visa Issued at an International Airport

Single electronic visa with a stay of up to 30 days, issued on arrival at an international airport for the listed categories; everyone else needs the visa before boarding.

A narrow exception rather than a general scheme: defined categories only, including certain Gulf residence-permit holders, passengers on specified direct flights, and travellers arriving because of the death of a family member resident in Azerbaijan.

Ordinary Entry Visa

Single entry valid up to 90 days for one entry and exit, or multiple entry valid up to two years; applications are considered within fifteen days, and within two working days in urgent medical or bereavement cases.

The consular route for nationalities outside the electronic-visa list, and for purposes the electronic visa does not cover. Applications are made in person or through a representative at an Azerbaijani diplomatic mission.

Transit Visa

Valid for 30 days with a stay of up to five days; invitation documents are not required for this category.

For passing through Azerbaijan on the way to a third country, issued as single or double transit and assessed against the route and the transport being used.

Work Visa and Residence Permit

Tied to the work permit and the employment contract; longer assignments run alongside a temporary residence permit issued by the state migration authority.

For employment with an Azerbaijani employer. The employer, not the employee, obtains the work permit, and it is required for every foreign national they intend to employ apart from the exceptions written into the Migration Code.

Student Visa

Aligned with the period of study and renewable with continued enrolment; longer courses are paired with a temporary residence permit.

For enrolment at an Azerbaijani university or other educational institution. The institution's documentation forms part of the application, since the invitation requirement is waived only for tourism, transit and personal visits.

Guides

Azerbaijan changes character far faster than its size suggests. Along one coastline the Caspian runs from the semi-desert and bubbling mud cones south of the capital to subtropical tea gardens and citrus orchards in the far south, while inland the Greater Caucasus climbs to villages where households still walk their flocks up to summer pasture. The capital, Baku, holds a walled medieval core inside an oil-boom city inside a glass skyline, and it is where nearly every journey in the country starts and ends. Trains and long-distance buses reach the regional towns directly, which makes this an easier country to travel independently than its reputation suggests.

Frequently asked questions

Do I need a visa to visit Azerbaijan?

Most nationalities do, and for the majority it is an electronic visa applied for online before departure. Eligibility for that route is set by a published list of countries, while a separate group of countries holds reciprocal visa-free arrangements and a further group holds unilateral arrangements granted for a fixed period. Because those lists are revised, checking the current one for your passport is the only reliable starting point.

How does Azerbaijan's electronic visa work?

It is applied for online and comes in two forms: single entry, which allows a stay of up to 30 days, and multiple entry, which allows up to 90. Standard processing takes three business days, and an accelerated single-entry decision is available within three hours, including at weekends and on public holidays. The approved visa is issued electronically and presented with your passport on arrival.

Can I get a visa on arrival at the airport?

Only in defined cases. Certain residence-permit holders from Gulf states, passengers on specified direct flights, and people travelling because a family member resident in Azerbaijan has died can be issued a single electronic visa at an international airport. That is a list of exceptions rather than a general visa-on-arrival scheme, so plan on holding your visa before you fly.

How long can I stay in Azerbaijan?

A single electronic visa allows up to 30 days and a multiple-entry one up to 90. An ordinary single-entry visa is valid for up to 90 days for one entry and exit, and a multiple-entry visa can run for up to two years. Visitors who enter visa-free may stay up to 90 days unless an agreement between the two countries provides otherwise.

Do I have to register anywhere during my stay?

Yes, if you are staying longer than 15 days. Registration at your place of stay has to be applied for within the first 15 days after arrival, it is free of charge, and the obligation rests with the traveller rather than happening automatically — so ask whether your accommodation files it for you, and file it yourself if not. Moving to a new address means registering again within five working days.

How long does my passport need to be valid?

Its validity has to exceed the validity of the visa you are applying for by at least three months, and you will need copies of its main pages with the application. The rest of the standard document set is the application form, two colour biometric photographs, proof of the state fee and, where a host is not covering medical costs, a copy of your medical insurance.

Can I extend my stay once I am in the country?

A temporary stay can be extended by up to 60 days. The application has to reach the state migration authority at least three days before your current stay expires, and a decision follows within three business days — which makes this something to deal with early rather than in the last day or two.
