No. The embassy chancery on Jorge Basadre does not take visa applications. All visas for Spain — national visas for study, work or residence, and Schengen visas for non-Peruvian nationals resident in Peru — are processed by the Consulate General of Spain at Calle Los Pinos 490 in San Isidro, by prior appointment.
No visa is needed for short stays. Since 2016 Peruvian passport holders can enter Spain and the rest of the Schengen area visa-free for up to 90 days in any 180-day period for tourism, family visits or business. Studying, working or residing in Spain still requires a national visa obtained before travel through the Consulate General in Lima.
The embassy manages the government-to-government relationship: political and economic diplomacy, trade promotion, cultural programming and development cooperation with Peru. Individual procedures — visas, passports, registrations, legalisations — belong to the Consulate General, which is a separate office a few blocks away.
