90 days with an ordinary passport — a bilateral agreement, not the standard exemption, and a month longer than what most nationalities receive. It covers tourism; the Thailand Digital Arrival Card (TDAC) still must be registered online within three days before arrival. Work, study, or retirement need an e-Visa regardless.

Yes — the Thai foreign ministry accredits it to both, and neither Asunción nor Montevideo has a resident Thai mission. Paraguayans and Uruguayans apply through the same online e-Visa system naming their country of residence; the Buenos Aires embassy processes the applications.
