No — Poland and Italy are both in the Schengen area, so Italian citizens travel on a national ID card with no visa at all. Visa and Karta Polaka questions only arise for non-EU residents, handled by email only at roma.console@msz.gov.pl.
Exclusively through the e-konsulat online booking system — there is no walk-in queue at Via di S. Valentino 12. Reception runs Monday to Wednesday and Friday 09:00-14:00, with Thursday flipped to the afternoon, 13:00-17:00.
Twelve regions — Abruzzo, Basilicata, Calabria, Campania, Lazio, Marche, Molise, Puglia, Sardinia, Sicily, Tuscany, and Umbria — plus San Marino. The eight northern regions, from Piedmont to Friuli, belong to the Consulate-General in Milan.
